EAEU Board Updates Customs Declaration Classifiers: New Tariff Preference and Document Codes

The Eurasian Economic Commission Board has amended two reference classifiers used when completing a customs declaration for goods — one covering tariff preference codes, the other document type codes. The updated versions take effect on August 22, 2026, giving declarants time to update their templates and software.

Legal basis:

EEC Board Decision No. 96 dated July 21, 2026 (introduces amendments)
Customs Union Commission Decision No. 378 dated September 20, 2010 (base document being amended)

What changed

EEC Board Decision No. 96 of July 21, 2026 amends Decision No. 378 of the Customs Union Commission dated September 20, 2010, which established the classifiers used when completing a goods declaration. Two annexes were updated: the Classifier of Customs Payment Benefits (Annex 7) — new tariff preference codes were added for goods originating from the UAE, Mongolia, and Indonesia — and the Classifier of Document and Information Types (Annex 8), which received additional codes.

Key dates and figures

UAE, Mongolia, Indonesia

No. 7 and No. 8

Who is affected and what to do

The changes affect customs declarants and customs representatives completing goods declarations, as well as foreign trade participants importing goods from the three countries under preferential tariff treatment. Using an outdated code after August 22, 2026 will be treated as a filling error and may result in the declaration being returned for correction.

  • Confirm with your customs declaration software provider that the classifier update reflecting Decision No. 96 has been installed.
  • If your company declares goods from the UAE, Mongolia, or Indonesia under preferential rates, check the new codes against your product range with your customs broker in advance.
  • Brief staff responsible for completing declarations before August 22, 2026.
