Key Anti-Crisis Import Relief Measures Withdrawn | 10 August 2026
On 10 August 2026, amendments to Russia's customs clearance and product-marking rules took effect under Government Resolution No. 867 of 10 July 2026. The resolution amends Resolution No. 353 of 12 March 2022, which introduced simplified import schemes at the height of sanctions pressure. While the general relief package has been extended overall through 1 September 2027, simplified EAC marking and conformity-declaration procedures have already been withdrawn for goods on the Ministry of Industry and Trade's list.

Key procedural changes
- EAC marking — only before the border: applying the EAC mark at temporary storage or customs warehouses inside Russia is no longer allowed. Labelling must be completed at the manufacturing plant or at transit hubs, before the customs declaration is filed.
- Strict control of permitting documents: using another party's conformity declarations or certificates under simplified requisites is no longer possible. A full document set plus a consent letter or power of attorney is now required.
- Ban on "simplified" declarations: declarations based solely on the applicant's own evidence, without testing at accredited EAEU laboratories, are no longer accepted for listed goods.
Impact on supply chains
- Timelines: transit times will increase, as cargo will need to route through consolidation warehouses (China, Turkey or CIS countries) for labelling before crossing the border.
- Costs: overseas warehouse handling and full certification with laboratory testing will raise logistics costs.
- Risks: importing unmarked or unverified cargo will lead to delays, additional inspections and refusal of release at the border.
What this means for your business
If your product codes fall under Ministry of Industry and Trade list No. 4114, EAC marking and the full set of permitting documents need to be arranged in advance — at the production stage or at a transit hub. The Login NMP team can help verify your product codes, plan the optimal consolidation route and minimise the risk of cargo delays at the border.
